Jeff Silvestrini, Mayor , Millcreek City

Before election as Mayor for Millcreek City, (the newest city in Utah and having the distinction as the 10th largest city in this state) Jeff's legal practice experience focused upon real property, zoning, business and health law litigation. He has represented businesses, property owners, insurance companies, and physicians in a range of legal matters. He also advised physicians and medical professionals on regulatory compliance. 

Jeff will help us better understand:

  • The forces of politics in relation to establishing a new city
  • Obtaining funding for physical Facilities, city programs and the difference between programmatic solutions and brick and mortar needs, with integration of City and design professionals experience
  • Controlling costs and keeping taxes down, while maintaining a high level of municipal services
  • Maintaining existing and future historic facilities
  • Making realistic planning decisions that establish the fine balance between future needs, current requirements, and maintaining the feel and character of the area.  This involves carefully planned and executed partnerships with City Leadership, design professionals, contractors and the community at large.


  • Has conducted seminars on boundary law and other property issues.  He served on his local community council for the Millcreek Township Council for more than two decades
  • Is a shareholder of, and member of the management committee of the Law Firm of Cohne Kinghorn. 
  • Holds Martindale-Hubbell's highest "A-V" rating and he has been repeatedly recognized as a member of Utah's "Legal Elite" by Utah Business Magazine. 
  • Has been repeatedly named a Mountain States "Super Lawyer" for his abilities in commercial litigation.

Personal Information:

Jeff was admitted to the Utah State Bar and United States District Court, District of Utah, in 1979. He is also a member of the Bar of the U.S. Courts of Appeals for the Tenth Circuit and the Federal Circuit.

Jeff received an A.B. with distinction in history from the University of Michigan in 1976. He graduated from the University of Utah  S. J. Quinney College of Law in 1979.

Personal Interests:

Jeff is an avid bicyclist and frequently commutes on his bicycle. He also enjoys boating, camping and skiing and is a champion tailgater at both University of Michigan and University of Utah football games.  He holds season tickets at the Big House and at Rice Eccles.
